I am very familiar with several estimating platforms (WinEst, Timberline, NAVFAC/Success and can
adapt estimating forms and reports to effectively support project development and delivery. I have
extensive knowledge with the CSI Master Format (both the 17 and 50 division), construction scheduling,
and subcontractor coordination. Develop process package estimates using planning level and/or
preliminary design level information from project managers and project engineers and prepare detailed
quantity takeoffs for all trades (union and nonunion) with an emphasis civil, pipelines (New and CIPP),

Engineer’s Estimate/Opinion of Probable Construction Cost
(Estimate):
Biosolids Program Management, District of Columbia Water and Sewer Authority (DC
Water), Washington DC
I was the lead estimator on the baseline estimate to establish the overall project cost of $550 million for
the Design-Build (DB) team and the Design-Build-Operate (DBO) team. The DB estimates were grouped
into three separate packages which consisted of site improvements (package 1), pre-and final dewatering
treatment complex (package 2) and Cambi process trains, four new 100-foot diameter thermal hydrolysis
process (THP) digesters, sludge drying and conditioning and related ancillary equipment. The DBO
contract consisted of gas treatment facility, Siloxane removal, boiler and steam generationstaying system,
combined heat and power (CHP) facility, (package 4).
Biosolids Program Management, City of San Francisco (SFPUC), San Francisco,
California
I was the lead estimator on the baseline estimate to establish the overall project cost of $1.7 billion. The
project consist of new predewatering and postdewatering treatment complex, Cambi process trains, four
new 120 ft diameter thermophelic “egg” digesters, combined heat and power (CHP)facility, gas treatment
facility, post dewatering facility to produce Class “A” sludge, and ancillary facilities.
Everglades Restoration, South Florida Water Management District – Compartment B
Provided cost estimating and scheduling for the 9500 acre stormwater treatment area for the South Florida
Water Management District (SFWMD) Everglades restoration project. The estimating and scheduling was
broken into 30-percent, 60-percent, 90-percent and final design stages and consisted of estimating the cost
of 21 miles of levee and canals, 3 large pump stations (1600 cfs each), 22 smaller water control structures,
and three bridges. Project estimation costs are approximately $150,000,000 with 5 construction bid
packages.
Sandhill Road WWTP Conceptual Estimate, Kissimmee, Florida - FDOT
I was the lead estimator on the independent cost analysis of a Florida DOT estimate on relocating a portion of
the treatment plant due to the expansion of a state highway. The state prepared an estimate on the opinion of
cost, and I prepared a separate estimate ($17 million). The state’s cost to reimburse the City was decided by
an arbitrator. The relocation consisted of demolishing the existing facility; constructing two 130-inch-diameter

clarifiers, aeration basins, chemical facilities, and an operations building; and relocating influent and effluent
piping.
Yellow River WRF Expansion, CMAR Estimates, Gwinnet County, Georgia
Provided Construction Manager at Risk (CMAR) cost estimates for the overall project baseline cost of
$350 million. I was the lead estimator in producing 13 individual bid type estimates to compare against
the CMAR contractor. All the estimates were within 1 to 2.5 percent of the onsite contractor. The project
consisted of new influent pumping station, grit facility, primary treatment facility, Membrane Bioreactor
(MBR), equalization facility, disinfection units and electrical. The overall plant capacity at final
completion was rated to be 26 mgd.
Folsom South Canal Connection Project, East Bay Municipal Utilities District (EBMUD),
California
Prepared the cost model for the Value Engineering Study (RSR Inc. was the VE Team Leader), and
provided cost estimating and scheduling for the design at the 30-percent, 60-percent, 90-percent and 100percent
design stages to the client directly. The project consisted of 20 miles of 72-inch steel pipe (using
jack and bore, tunneling and open-cut construction), two 100-mgd raw water pumping stations and a
reservoir. Estimated construction cost: $222 million.
Miramar Water Treatment Plant Upgrade/Expansion, City of San Diego, California
Provided cost estimating and scheduling for five construction contracts. The project consisted of a raw
water pumping facility, transmission pipelines ranging in size from 48-inch to 120-inch diameter, rapid
mix chambers, aeration/deaeration, ozonation process, 12 media filters, process chemical and bulk
chemical facility, and an administration building that included a lab and recreational and park areas. The
City required that cost estimates be coordinated with the cost-loaded Primavera schedule and construction
sequencing report. The estimates were prepared in accordance with the City’s estimating standards and
guidelines. A 1,500-page Basis of Estimate (BOE) report was prepared that contained the estimate
detailed and summary reports, quantity take-off sheets, vendor quotes on material and equipment, detailed
summary on the estimate, and assumptions used in preparing the estimate. As part of the process, vendor
and supplier quotes were obtained for major pieces of equipment, and material quotes on materials of
construction... The first phase, known as ESIP II, bids were received with a low bid of $15,286,413
compared with the final estimate of $15,584,500, and the second phase known as Contract “A” was bid at
$81,350,000 compared to the final estimate of $80,640,000, a difference of less than $800,000 (1 percent)
on an $80 million project
New York City Department of Environmental Protection, (NYCDEP), New York, New
York
Provided cost estimates for the six alternatives that were required by the client and the US EPA for site
sitting study of the Gowanus Canal basin. Provided a comprehensive baseline estimates of six site
alternatives to establish the overall project cost of $550 million to $1.2 billion based on which alternative
was selected. Each alternative included the following required elements; environmental remediation of
the site prior to construction (with everything constructed under a secure enclosure in order to restrict all
of the hazardous-waste emissions to the site), disposal of hazardous materials out-of-state, mass
excavation for the CSO treatment facility which was underground in a park area in New York City,
conveyance conduits in and out of the facility, pumping and screening components, odor control, off-site
construction within city streets in Brooklyn with unknown utilities, site restoration and park
reconstruction

Design/Build Projects:
Bush Beans, Bush Brothers and Company, Danville, Tennessee
Provided a comprehensive baseline estimate to reconfirm the overall project cost of $72 million. The
project consisted of estimating, procurement and pricing confirmation for the treatment of the product
waste coming from the bean manufacturing production facility. The process units included; Anoxic and
Aeration tankage, equalization tankage, 2 miles of feed lines to the treatment plant, secondary blower
system, screenings facility and equipment, conveyance and compaction of waste material equipment,
steam treatment equipment, power generation equipment, land application system, Influent pumping
station, odor control systems pre-engineered metal process building, biogas process building and site
restoration and landscaping
Quaker Oats/Gatorade - Atlanta, Georgia
Provided estimating, procurement CM services for this $2 million design/build pH adjustment treatment
facility. Responsibilities included CM of subcontractors, construction scheduling, cost estimating, project
coordination with the Owner and contractor, on-site inspection and management, mechanical and civil
design, and equipment procurement for the treatment of the product waste coming from the production
facility prior to discharge into the city system.
Construction Management Projects:
Delta Air Lines – Atlanta Facility
Provided on-site construction management/inspection, contractor coordination, and client coordination of
a $2.5 million expansion of the existing WWTP process train for treatment of plating waste.
Kimberly-Clark Corporation, Kentucky
Was the on-site CM for this $7.5 million expansion (Phase 1 and 2) of the Owensboro, Kentucky Mill
WWTP facilities. Responsibilities included on-site inspection, change order processing, coordination with
the Atlanta design team and contractor, and coordination with the Owner and contractor.
Fulton County, Georgia
Responsibilities included construction management/inspection, construction scheduling, cost estimating,
project coordination with the Owner and contractor, mechanical, civil design, and equipment
procurement for this design/build pre-treatment and solids handling upgrades.
Sara Lee Corporation
Provided CM services for this $3 million fast-track construction to expand the bakery WWTP process
units to meet the plant’s expansion and permit requirements. Responsibilities included CM of contractors,
construction scheduling, cost estimating, project coordination with the Owner and contractor, on-site
inspection and management, mechanical and civil design, and equipment procurement for the extended
aeration process units, secondary clarifiers, dewatering facilities (indoor) with odor control, chemical
addition and ancillary items.
